Overview

Manage all payroll, time & attendance and scheduling systems and processes. Ensure that accurate payments are made to employees and other individuals/entities paid through payroll processes.  Ensure that payroll tax obligations are properly withheld and reported.  Establish and maintain payroll procedures to ensure proper internal controls.

Responsibilities

  • Manage the day-to-day operations of the payroll function.
  • Manage Payroll team including, but not limited to, hiring, training, performance appraisals and discipline. 
  • Manage maintenance of payroll, timekeeping and scheduling systems, including system upgrades and testing.
  • Ensure maximum system functionality is achieved to provide a stable operating environment.
  • Create and manage reporting for payroll functions and coordinate interfaces between third-party vendors ensuring accuracy of the information.
  • Responsible for all imports and exports to and from the payroll, timekeeping and scheduling systems.
  • Ensure regulatory compliance and proper payroll recordkeeping (I-9s, documentation in employee files).
  • Implement payroll, time & attendance and scheduling policies and procedures to maximize efficiency and reduce errors.
  • Responsible for accurate and timely payroll tax filings.
  • Ensure that all federal and state regulations are met, and all applicable tax rates are maintained in the payroll system.
  • Coordinate the resolution of inquiries by federal, state and local tax authorities.
  • Ensure compliance with applicable federal and state payroll regulations, wage assignments (garnishment, child support, etc.) and union contracts.
  • Serve as point of contact for employee payroll questions and for all payroll-related audits (internal and external, including but not limited to payroll tax, financial statement, Sarbanes-Oxley, and workers’ compensation audits). 
  • Coordinate payroll cash management functions with the payroll processing vendor and Treasury department.
  • Other duties as required. Leads payroll and scheduling-related projects, including system upgrades and implementations.

Qualifications

Education:

  • Bachelor’s degree in HR, Accounting or related discipline or equivalent additional experience.

Experience:

  • Minimum 5 years of experience in a Payroll/HR environment
  • Payroll systems experience required
  • Strong Excel skills
  • Excellent interpersonal and communication skills
  • Strong analytical skills and effective leadership skills
  • ADP systems experience preferred
  • Experience processing wages for tipped employees paid less than minimum wage preferred
  • Experience with unions preferred
